Consolidated Plan

The Consolidated Plan provides the strategic framework for the County’s housing and development goals over the next five-year period. The plan is required by the U.S. Department of Housing and Urban Development (HUD) and sets the vision for allocating resources to housing, homelessness, community development and special needs. The current Consolidated Plan (Fiscal Years 2011-2015) was approved by the County Board on April 27, 2010.

Annual Action Plan

Each year, an Annual Action Plan is developed with citizen participation to address federal grant allocations, objectives, activities and performance measures for the goals identified in the five-year Consolidated Plan. The Action Plan goals relate to:

  • Affordable Housing
  • Homelessness
  • Neighborhood Strategy Areas
  • Community Development
  • Citizen Participation
  • Institutional Structure

Action Plan documents consist of three parts:

  • Citizen Summary – this document summarizes the  goals, objectives, allocations and performance measures for the fiscal year which begins July 1st.
  • HUD Narratives – these narratives are submitted to the U.S. Department of Housing and Urban Development to meet federal regulations and receive federal funds.
  • Projects – this chart summarizes program allocations and includes expected accomplishments by subrecipients.
