The Housing Division can provide additional information for landlords upon request. The Virginia Residential Landlord and Tenant Act (VRLTA) applies to landlords (and their tenants) who own and rent three or more units, including condominiums, townhouses, or single family homes. Chapter 13 Landlord and Tenant applies to landlords renting fewer than three units, and in these cases, the lease agreement is especially important.
